Monsieur le Président ,
Madame la Secrétaire générale,
Membres du bureau,
Distingués délégués,
C’est avec une gravité proportionnelle à l’urgence de l’heure, que la République d’Haïti prend la parole devant cette éminente assemblée. Mon pays ne vient pas seulement exposer des chiffres ; il vient porter la voix d’un peuple qui, malgré les tempêtes, reste debout et réclame le droit fondamental à la dignité et à la paix.
La sécurité en Haïti n’est pas une question domestique, c’est un verrou pour la stabilité régionale. Alors que nous progressons vers la stabilisation avec l’appui de la force multinationale, nous rappelons que la paix durable ne s’achète pas uniquement avec des munitions. Haïti appelle à un renforcement de la coopération en matière de renseignement criminel pour couper les flux financiers et, surtout, le trafic illicite d’armes qui alimente les gangs.
Nous demandons une solidarité indéfectible pour que la transition politique actuelle débouche sur des élections libres et sécurisées d’ici la fin de l’année. On ne peut parler de droits humains quand des enfants sont privés d’écoles et que des milliers de femmes subissent la terreur. Les droits de l’homme sont universels, ils ne s’arrêtent pas à nos frontières maritimes.
Nous préconisons la création d’un fonds d’urgence pour la réintégration des mineurs sortis des groupes armés. Haïti demande également une attention accrue sur l’accès aux soins de santé, car le droit à la vie commence par le droit d’être soigné.
La migration haïtienne actuelle est le symptôme d’une crise multidimensionnelle. Personne ne quitte sa terre par plaisir lorsque celle-ci offre sécurité et opportunités. Haïti appelle ses partenaires régionaux à cesser les expulsions massives et forcées qui bafouent le principe de non-refoulement dans le contexte actuel.
Nous proposons le développement de corridors migratoires circulaires et légaux, transformant la fuite désespérée en une mobilité organisée et respectueuse de la dignité humaine. Distingués délégués, Haïti n’est pas un problème à résoudre, c’est une nation à accompagner. Nous ne demandons pas la charité, mais un partenariat stratégique. La sécurité de l’un est liée à la liberté de l’autre. En aidant Haïti à restaurer son autorité de l’État, vous investissez dans la stabilité de tout l’hémisphère.

Mr. President,
Ladies and gentlemen,
Members of the council,
Distinguished delegates,
The time has come and the urgency is everywhere , the time of peace because we are a few moments away from no longer being able to seize.
Mr. President,
I have the honor and the great privilege of speaking on behalf of the Republic of Haiti, at the occasion of this session in order to bring the voice of the people. Today, peace is our absolute urgency.
Just a few steps from here is a major humanitarian and security tragedy. Every day, lives are extinguished under the bullets and fear. More than a million people suffer internal exile, our children are deprived of education. Hundreds of women are raped and our health system is collapsing. Haiti is facing an asymmetrical war between armed individuals who want to impose terror and a population that fights for its survival.
According to the numbers, the figures of the Office of Coordination of Humanitarian Affairs, more than six million people need assistance, and more than a million suffer internal exile.
Faced with this unprecedented regional threat, the international community cannot look away; silence would not be neutrality, but complicity. We reaffirm with conviction that Haiti’s recovery must be carried by the Haitians themselves, in full respect of our sovereignty, the United Nations Charter and the principle of good neighborhood.
In addition, we would like to draw the Council’s attention to the situation of Haitian nationals in Dominican Republic. We remind you that any migration measure must be implemented in strict compliance with the Human dignity, international law and the principle of good neighborliness.
Mr. President,
Today, the Haitian delegation proposes three priority lines of action:
a) Immediately strengthen humanitarian assistance to displaced populations.
b) Increase international support for the National Police and the Multinational Mission.
c) Intensify cooperation against illicit arms trafficking and transnational networks that fuel insecurity. However, no state alone can meet such a challenge.
That’s why we welcome the essential support of the Gang Repression Force, which acts alongside our Police national. The restoration of public order is the essential condition for organizing free elections, transparent and credible. As such, under the impetus of our government, the institutions are actively moving forward to build a sustainable return to the Constitutional stability.
I call on you to stand by our side to build a lasting peace for the Caribbean, for the Americas and for the humanity.
And know that, “Homeland above all, unity to win and the future to build”.
